Mission Statement

The Office
of Financial Regulation (Office) is dedicated to safeguarding the
private financial interests of the public by licensing, chartering,
examining and regulating depository and non-depository financial
institutions and financial service companies in the State of Florida.
The Office protects consumers from financial fraud, while preserving the
integrity of Florida’s markets and financial service industries.

The Division of
Financial Institutions licenses,
examines and regulates state-chartered
financial institutions to ensure they
operate in a safe and sound manner and
in compliance with applicable state and
federal laws and regulations.
Bank Regulation District I
(North) – conducts examinations
of state-chartered commercial banks
in the northern part of the State to
ensure they operate in a safe and
sound manner
Bank Regulation District II
(South) – conducts examinations
of state-chartered commercial banks
in the Southern part of the State
and is also responsible for trust
companies, trust departments and
international bank offices statewide
Credit Union Regulation
– conducts examinations of
state-chartered credit unions
throughout the State to ensure they
operate in a safe and sound manner
Licensing and Chartering Unit
– processes applications for de novo
(new) domestic state banks,
associations, savings banks, credit
unions and trust companies, as well
as requests for changes to existing
charters

The
Division of Securities
protects the investing public from
investment and securities fraud
while facilitating capital formation
in the State of Florida.
Bureau of Securities Regulation - examines
securities dealers, investment advisers, their respective offices,
and associated persons who conduct securities business in, to or
from Florida, to ensure their compliance with the rules and
regulations of the Florida Securities and Investor Protection Act
Bureau of Regulatory Review - reviews all
applications to conduct business as a securities firm; processes
amendments and renewals for all entities and individuals
(approximately 10 license types) regulated by the Division; the
Bureau approves,
imposes registration restrictions or denies registration based on
findings

The
Division of Finance licenses,
examines and regulates
non-depository financial services
companies and other related
industries in the State of Florida.
The Division protects consumers from
illegal financial activities.
Bureau of Finance Regulation
– conducts examinations of the books and
records of mortgage brokers, mortgage
brokerage businesses and mortgage lenders; consumer finance companies;
retail installment sales finance companies (motor vehicle, home
improvement and retail sellers) to ensure
compliance with the appropriate rules and statutes. The Bureau
also processes complaints dealing with debt collection companies.
Bureau of Money
Transmitter Regulation – conducts examinations of funds
transmitters, payment instrument sellers, check cashers, foreign
currency exchangers and payday lenders to ensure compliance with
appropriate rules and statutes
Bureau of Regulatory
Review - reviews applications and processes amendments and
renewals for all entities and individuals (approximately 31 license
types) regulated by the Division; the Bureau approves, imposes licensing
restrictions or denies licensure based on findings |

The
Bureau
of Financial Investigations is a criminal justice agency responsible for
conducting financial investigations of illegal activities within the Office's jurisdiction. |

The Legal
Services Office provides legal advice and counsel to all officials and
employees of the Office regarding issues within or related to its
jurisdiction. It also provides for legal representation of the Office in all
official matters. This representation includes, but is not limited to:
litigation in judicial and administrative forums; issuance of declaratory
statements; development and drafting of administrative rules; participation
in contract negotiations and development; and legal communications on behalf
of the Office with other governmental entities and members of the public. |

The
Office
of Inspector General
functions as the central point within the Office for coordination of and
responsibility for activities that promote accountability, integrity, and
efficiency in government, and protection of private and public resources.
Program responsibilities include: Internal Audit and Management Review
Programs, Internal Investigations, Whistle Blower Complaints and Inspection
Programs. The Inspector General also reviews complaints relating to
the Office's
service to the public. |
