The Office of General Counsel (OGC) provides legal advice, support, and representation for the Commissioner of the Office of Financial Regulation (OFR) and the agency's executive management. The OGC also provides legal support services for the OFR's regulatory and investigative functions, primarily through field attorneys in the regional offices. The Agency Clerk, with specific responsibilities assigned under Florida's Administrative Procedures Act, is also assigned to the OGC and is located in Tallahassee.

The OGC has two field attorney legal sections, each with a Chief Counsel located in Tallahassee. The North Florida Legal Section consists of attorneys located in the OFR Regional offices in Jacksonville, Orlando, Pensacola, and Tampa. The South Florida Legal Section consists of attorneys located in the OFR Regional offices in Fort Lauderdale, Miami, and West Palm Beach. The field attorneys are assigned to support and represent each of the OFR's Divisions in a variety of regulatory and investigative matters.
The Divisions of Finance, Financial Institutions, and Securities each have their own dedicated Legal Sections. The Sections are headed by a Chief Counsel with staff attorneys assigned and located in Tallahassee.
While the OFR's attorneys can respond to inquiries from the public and regulated entities regarding the OFR's legal responsibilities and authority, it is prohibited from providing private legal representation or advice. Any person seeking advice about their personal legal rights or responsibilities should seek counsel from a private attorney.
