Ms. Epting has been with the Office of Financial Regulation since 1986. She was appointed as the Deputy Commissioner in October 2015. Prior to that time she served as Director of the Division of Securities from February 2012 through September 2015, and served as the Chief of the Bureau of Registration prior to that role. Pam has been actively involved in the North American Securities Administrators Association since 1994, currently serving as Vice Chair to the CRD/IARD Steering Committee and Vice Chair to the Broker Dealer Section, and serves as a speaker at various training programs. Pam holds a degree in Business Administration with an emphasis in Finance from Stetson University.
J. Ross Nobles, Chief Financial Officer
Ross Nobles began his career with the State of Florida at the Agency for Health Care Administration (AHCA). While at AHCA Ross oversaw the $2.9 billion Medicaid Nursing Home Cost Reimbursement Program for six years. Ross left AHCA to financially manage the State Risk Management Trust Fund with $400 million in annual cash flows. During his three years with the Fund, Ross worked closely with the Governor’s Office of Policy and Budget, House and Senate Appropriations staff and the Legislature’s Office of Economic and Demographic Research. His duties included but were not limited to supervising a team of accountants which ensured accurate forecasting at the semi-annual Self-Insurance Estimating Conferences and in preparation of the Fund’s allocation in the General Appropriation Act. In February 2012, Ross took on the role Chief Financial Officer at the Office of Financial Regulation.
Ross has a Bachelor of Arts in Religion from the University of the South as well as a Bachelor of Science in Business Administration – Accounting from Troy State University and is a veteran of the U. S. Marine Corps. Ross is married to Madeleine and is the proud father of two children: Ryan and Erin.
