Gregory Luers, Director

Mr. Luers joined the Office of Financial Regulation in July 2016, and possesses more than 15 years of experience in the financial services industry. Most recently, he served as Vice President of Compliance at INVEST Financial Corporation in Tampa, Florida. Prior to that, Mr. Luers worked as Senior Director, Compliance at Nationwide Financial in Columbus, Ohio, and Assistant Vice President, Compliance at National Planning Corporation in Santa Monica, California.

Mr. Luers received his law degree from the New England School of Law in Boston, Massachusetts, and his bachelor’s degree in Landscape Architecture from the University of Florida.



Alisa Goldberg
Alisa Goldberg, Chief, Bureau of Registration

Alisa Goldberg has been employed with the Office of Financial Regulation and its predecessor agency for 26 years in various sections. She is actively involved in the North American Securities Administrators Association Investment Adviser Operations Project Group. Ms. Goldberg has been a panelist at various training programs for examiners. She is a graduate of Auburn University with a degree in Business Administration with an emphasis in Finance.




Lee Kell
Lee Kell, Chief, Bureau of Enforcement

Lee Kell brings a wealth of management and leadership experience to the position. Mr. Kell has been with the OFR since April 2012; most recently serving the Division in the capacity of Financial Administrator for the Tallahassee, Tampa, and Orlando offices. His background includes 5 years as General Manager with The Tallahassee Coca-Cola Bottling Company, followed by 25 years at Northwestern Mutual Financial Network in Tallahassee serving in management, training, compliance and Financial Representative capacities. He graduated in 1979 from the University of West Florida with a degree in Accounting.

Michael Lawrence, Jr., Chief Counsel

Michael Lawrence, Jr., has practiced administrative and government law since 2005 and joined OFR in 2013. Michael received his Bachelor of Science in Finance and Multinational Business from Florida State University in 2001. Michael received his Juris Doctorate from the University of Alabama in 2004.
